About the Francisville Neighborhood Development Corporation

The Francisville Neighborhood Development Corporation (Francisville NDC) is a 501(c)(3) non-profit community based organization. The mission of the Francisville NDC is to both improve the quality of life in the Francisville community through Commercial and Residential Equitable Development and to implement programs designed to develop the youth, aid senior citizens, and generally invest in the people of Francisville. Our aim is to be a resource for information and communication, thereby insuring that all residents can have an active role in the growth and development of their community.

Community Members

Membership in the Corporation is extended to all individuals over the age of 18 residing in Francisville and shall be governed by such rules of admission, retention, suspension, expulsion, as may be adopted by the Board of Directors from time to time, except that such rules shall be reasonable and germane to the purposes of the Corporation.  Such rules may divide the Community Members into separate classes, and each class may be treated differently so long as all Community Members within any class are treated equally, except as otherwise provided by the Bylaws, the Articles or applicable laws.  Unless otherwise required by the Pennsylvania Nonprofit Corporation Law of 1988, as amended (the "PANCL"), this Section 3.1 may be modified only by a Bylaw amendment adopted by the Board of Directors.  For more information on membership see FNDC Bylaws Article III, Membership.

About Us

Mission Statement

Francisville NDC mission is to improve the quality of life in the Francisville community through Commercial and Residential Development and to implement programs designed to develop the youth, aid senior citizens, and generally invest in the people of Francisville. Our aim is to be a resource for information and communication, thereby insuring that all residents can have an active role in the growth and development of their community.

Our organization (Board & Executive Committee) meetings are open to all FNDC members and their guests. Board meeting are held the 2nd Tuesday every other month beginning in February. Time and location may vary. All our meetings (community and organizational) are audio and/or video taped for the purpose of keeping detailed records. Policy and Procedures - For Developers Zoning Committee & Community Voting Meetings

Dear Developer/Homeowner,

Thank you for your interest in investing time and resources into our neighborhood. To protect the interest of the residents of Francisville and to keep order at community meetings we have identified criteria that must be satisfied prior to proceeding through the variance/ community support process. You will not be scheduled on the agenda of a community voting meeting until these items have been received and reviewed by the Francisville Zoning Committee . This protocol is followed for all new construction and/or total rehabilitation projects. This letter will include a detailed description of the information below and will enable Francisville-ZC to take action if the actual development varies from the details presented to Francisville-ZC and the community. Below is a bulleted list of the required items.

  • Complete list of materials being used for the facade of the building and or any portion of the structure visible from the street, specifically the type masonry materials and architectural accents.
  • Details on all windows, doors, and garage doors which are visible from the street. These details should include manufacturer, color, dimensions and type of material (aluminum, vinyl, wood, etc.) A photograph of the exact garage door must be presented within this information if applicable.
  • A complete description of the roof capping or cornice structure and materials to be used in its construction. This should include a conceptual drawing, sketch or photograph of a similar cornice which will be matched and should include dimensions.
  • Scaled drawings of both the interior and exterior of the property including scaled elevations of any facade with street frontage.
  • Photograph of the location showing both neighboring properties
  • Map of the location showing at least a one block radius of the project

  1. We subscribe to the Housing Association of Delaware Valley to receive the zoning hearing listing for zone 7. We monitor this list weekly for zoning hearings for projects in Francisville. If a hearing is listed and the applicant has not allowed the community to review the project, our zoning committee chair attempts to contact the applicant with a request that he or she meet with our zoning committee. The zoning committee meets the last Tuesday of every month at the Fairmount Health Center, 1412-22 Fairmount Avenue.

  2. If the applicants zoning hearing is too close to schedule a community meeting we send a letter to the ZBA requesting a continuance. Once the applicant has met with our Zoning Committee they will then be put on the agenda of our Community Voting Meeting held the 2nd Monday of every month at the Francisville Playground Recreation Center, 12800 Wylie Street. We then make a flyer and give a copy to the applicant instructing them to make copies and distribute to residents within a 1 block radius of the proposed project. This must be done not less than 1 week before the scheduled community meeting. Our organization sends the meeting announcement to residents via the Francisville Information Network or FIN.

  3. In addition to monitoring the zoning hearing list, occasionally applicants are instructed to meet with our organization by the 15th District Councilman or individual’s familiar with Francisville NDC. In any event the above procedure is our standard policy.

  4. At the community voting meeting residents are separated into two groups. The residents that live within a 1 block radius are asked to sit on one side of the room, while residents representing the general Francisville Community are on the other side. After announcements & introductions the residents present are informed all our meetings are video and or audio taped for the purpose of keeping minutes. Residents are then instructed to read the voting meeting rules and asked if they understand the procedure. The meeting chair then gives a brief explanation of the project being proposed and what the applicant is seeking a variance for. The applicant is given 10-15 minutes to make a presentation and the floor is opened for questions and comments with consideration given to residents within a 1 block radius first. This segment is limited to about 20 minutes.

  5. After all questions and concerns have been thoroughly addressed a vote is taken first from the residents within a one block radius followed by the general Francisville Community. Residents are instructed to raise their hand and signify by saying (I) if they support the project being presented. The result of the vote is verbally stated by the meeting chair for the record and to allow residents to oppose the result if they feel the result is not accurate. If you have a question, please raise your hand and you will be called on in order. Outbursts are not acceptable, violators will be asked to leave the room immediately.

To vote, you must be a resident or own property within the Francisville boundaries. After satisfactory review of the project in question by the meeting attendees, the voting coordinator will instruct all of those in favor to raise their hands and signify by saying (I). The first vote will be restricted to residents within a one block radius of the proposed development. The second vote will be open to the general Francisville community. The coordinator will count the number of votes in each case, and announce the results. These results and other information relevant to the project will be provided in writing to the Zoning Board of Adjustment.

The following policy of community voting was adopted at the June 13th 2005 community meeting.

  • Voting of any project will be done in a two tier policy.
  • The first vote will include only the residents that live within one block radius of the proposed project and the second vote will include the entire Francisville community.
  • In the event of a split decision between the one block residence and the entire community, it was decided by a majority that all projects consisting of more than four dwelling units for a residential project or over 1,500 SF for a commercial project will be decided upon by a majority vote of the voters present representing the general Francisville Community.
  • Residential projects containing four or less dwelling units and commercial projects containing 1,500 SF or less (Except on Ridge Ave.) will be in favor of the one block residence vote.
  • The only exception to this rule pertains to Ridge Avenue. Because Ridge Avenue is the designated commercial corridor, all development along the corridor will be in favor of the entire community vote. Reason; Every completed project along this corridor will have cumulative effect on the entire community. Therefore all residents shall have the right to review and vote on all Ridge Ave. development projects being considered for approval.



Policy on Front Loaded Garages

The Following Policy on Front Loaded Garages was discussed, debated, drafted and voted on by the Francisville Community through a series of 2 Community Meetings and Discussion via email by a volunteer committee. Meetings and Committee work took place between October 27, 2006 and November 9, 2006.

  1. Policy shall be effective as of January 1st 2007.
  2. Notice shall be placed on all flyers and advertisement for voting meeting as follows; Residents are strongly encouraged to attend the community meeting and hear both sides of the issue before making a decision to support or not support the project. If you live within a 1 block radius of the proposed project, your vote will decide the outcome in the case of a split decision. (Except where it concerns large residential projects or commercial projects.)
  • Important decisions that affect the community will be made through a democratic process in an open community forum.
  • Come to the meeting and vote if you want your opinion to matter.
  • If you live within a 1 block radius of the project, make this meeting if you can.

Policy for Front Loaded Garages in Francisville

  1. Policy will be no curb cuts on commercial corridor; north of Fairmount, Ridge Avenue (east and west), Girard Avenue and west side of Broad Street.
  2. Policy will be for existing structures - no garages in rehabs through the destruction of the front façade.
  3. Policy will be not to support front-loaded garages when back-loading is possible.
  4. Infill in the middle of blocks with parking both sides will be reviewed on a on a case by case basis.
  5. Re: Blocks with parking on both sides of the street.
    Blocks in Francisville with historic and strong architectural character will be developed within traditional norms for that particular block. Front loaded garages on a block with more than 50% of it's housing occupied and parking on both sides of the street will be allowed in new construction (except on corners). A limit of not more than (4) front loaded garages per block is recommended however in a case where there is already (4) the final decision will be made by the residents on that block in an open forum. On Blocks with parking on both sides with less than 50% of its housing being occupied front loaded garages will be considered on a case by case basis with the most weight given to the residents on that block.

Front loaded garages will be allowed (on the side with no parking) in infill development or new construction providing they are at par with PCP’s Guidelines for residential driveways and garages, specifically paragraph #7, Re: Minimal Turning Radius.

  1. Blocks which are alleys with no parking on either side. Front loaded garages will be allowed in new construction and infill providing they are at par with PCP’s Guidelines for Residential Driveways and Garages, specifically #7, Re: Minimal Turning Radius however, the original architectural character should be reflected in the current design. If the block was originally filled with carriage houses that style of garage doors should be used so as to restore the original historic feel of the block.

The Francis Village Market Place is a full service vendor based open market that will be established on the 1600 Block of Ridge Avenue on approximately 10,000 square feet. We estimate there will be ample room to fit a mix of 30 or more micro and small businesses to serve the Neighborhoods of the Art Museum Area and beyond.  Our vision is to locate an eclectic mix of quality businesses on a shared location that will appeal to all of the residents in this area. We will provide an opportunity for the entrepreneur to operate his/her business with extremely low overhead in exchange for the savings being passed on to the consumer.
